This Privacy Policy explains how MoraSource (“MoraSource,” “we,” “us,” or “our”) collects, uses, discloses, and protects information when you visit our website, create an account, purchase a subscription or report, or receive our alerts (collectively, the “Service”). By using the Service, you agree to the practices described here.

1 Who we are

The Service is operated by MoraSource, located at a New York mailing address to be posted before paid subscriptions begin. For privacy questions or to exercise your rights, contact us at morasource@morasource.com.

2 Scope

This Policy applies to personal information we handle through the Service. It does not apply to third-party websites, products, or services we do not control, even where we link to them. It also does not apply to the moratorium, zoning, and siting records that make up our product database, which describe public governmental actions rather than you (see Data & Compliance). The Service is operated from the United States and intended for users in the United States; if you access it from elsewhere, you understand that your information is processed and stored in the United States.

3 Information we collect

3.1 Information you provide

• Account & contact details — such as your name, email address, organization, and password, when you register, request access, or fill out a form.
• Alert & newsletter sign-ups — the email address and preferences you give us to receive moratorium alerts, digests, or updates.
• Purchase information — when you buy a subscription or report, our payment processor collects your payment-card and billing details. We do not receive or store full payment-card numbers; we retain limited records such as the last four digits, card brand, billing ZIP, and transaction status.
• Communications — the content of messages, support requests, and other information you choose to send us.

3.2 Information collected automatically

• Device & usage data — IP address, browser type, device and operating-system information, referring pages, pages viewed, links clicked, and timestamps.
• Log data — server logs generated when you interact with the Service, used for security, diagnostics, and abuse prevention.
• Cookies & similar technologies — see Section 4.

3.3 Information from third parties

We may receive limited information from our payment processor (e.g., payment confirmation and fraud signals) and from analytics providers (e.g., aggregated traffic measurements). We do not purchase personal information for marketing.

4 Cookies & tracking technologies

We use cookies and similar technologies to keep you signed in, remember preferences, secure the Service, and understand how the Service is used. We may use privacy-respecting analytics [confirm analytics provider — e.g., Google Analytics / Plausible / none] to measure aggregate usage. You can control cookies through your browser settings; disabling some cookies may limit functionality. Where required, we honor recognized browser-based opt-out preference signals (such as Global Privacy Control) as a valid request to opt out of “sharing” for California residents.

5 How we use information

• Provide, operate, secure, and maintain the Service and your account;
• Process payments, manage subscriptions, and deliver reports;
• Send moratorium alerts, service notices, and, where permitted, marketing you can opt out of;
• Respond to inquiries and provide support;
• Monitor, prevent, and investigate fraud, abuse, and security incidents;
• Analyze and improve the Service, features, and content;
• Comply with legal obligations and enforce our Terms of Service.

6 How we share information

We do not sell your personal information. We share it only as follows:

• Service providers (subprocessors) — vendors who perform functions on our behalf, such as payment processing (Stripe), hosting/content delivery, email/alert delivery, and analytics, under obligations to protect the information. See the current list in Data & Compliance §9.
• Legal & safety — when we believe disclosure is required by law, regulation, legal process, or governmental request, or to protect the rights, property, or safety of MoraSource, our users, or others.
• Business transfers — in connection with a merger, acquisition, financing, or sale of assets, subject to this Policy.
• Aggregated or de-identified data — information that cannot reasonably identify you, which we may use and share for any lawful purpose.

7 Data retention

We keep personal information for as long as needed to provide the Service, comply with our legal, tax, and accounting obligations, resolve disputes, and enforce our agreements. When information is no longer needed, we delete or de-identify it.

8 Data security

We use reasonable administrative, technical, and organizational safeguards designed to protect personal information, including encryption in transit and access controls. No method of transmission or storage is completely secure, and we cannot guarantee absolute security. Payment-card data is handled by a PCI-DSS–compliant payment processor.

9 Your choices & rights

You may:

• Access, update, or correct your account information;
• Unsubscribe from marketing emails using the link in each message (service and transactional messages may still be sent);
• Request deletion of your personal information, subject to legal exceptions;
• Control cookies through your browser.

To make a request, email morasource@morasource.com. We will verify your request and respond within the time required by applicable law.

10 Your California privacy rights

If you are a California resident, the California Consumer Privacy Act, as amended by the CPRA (“CCPA”), gives you the rights below. In the preceding 12 months, we have collected the categories of personal information described in Section 3 (identifiers, customer records, commercial/transaction information, internet or network activity, and geolocation inferred from IP address), for the business purposes described in Section 5, and disclosed them to the categories of recipients described in Section 6.

• Right to know / access the categories and specific pieces of personal information we have collected about you;
• Right to delete personal information we collected from you, subject to exceptions;
• Right to correct inaccurate personal information;
• Right to opt out of “sale” or “sharing” of personal information — we do not sell or share personal information as those terms are defined by the CCPA;
• Right to limit use of sensitive personal information — we do not use sensitive personal information for purposes that trigger this right;
• Right to non-discrimination for exercising your rights.

You may submit a request by emailing morasource@morasource.com. You may use an authorized agent, and we may require verification. We will not discriminate against you for exercising these rights.

11 Children’s privacy

The Service is intended for business users and is not directed to children. We do not knowingly collect personal information from anyone under 18. If you believe a minor has provided us information, contact us and we will delete it.

12 Do-Not-Track

Because there is no common industry standard for “Do Not Track” signals, we do not currently respond to them, except that we honor recognized opt-out preference signals as described in Section 4.

13 Changes to this Policy

We may update this Policy from time to time. We will post the updated version with a new “Last updated” date and, where appropriate, provide additional notice. Your continued use of the Service after changes take effect means you accept the revised Policy.

14 Contact us

These Terms of Service (“Terms”) are a binding agreement between you and MoraSource (“MoraSource,” “we,” “us,” or “our”) governing your access to and use of the MoraSource website, data, alerts, reports, and related services (the “Service”). Please read Sections 9–13 carefully — they limit our liability and disclaim warranties.

1 Acceptance of these Terms

By accessing or using the Service, creating an account, or purchasing a subscription or report, you agree to these Terms and to our Privacy Policy. If you do not agree, do not use the Service. If you use the Service on behalf of an organization, you represent that you are authorized to bind that organization.

2 Definitions

“Content” / “Data”

The moratorium, zoning, siting, and related records, compilations, summaries, scores, maps, alerts, and reports made available through the Service.

“Subscription”

A recurring paid plan providing access to the Service for a billing period.

“Report”

A one-time deliverable (for example, a data export or state report) purchased individually.

“User” / “you”

The individual or organization accessing the Service.

3 Eligibility & accounts

You must be at least 18 years old and able to form a binding contract. You are responsible for the accuracy of your account information, for keeping your credentials secure, and for all activity under your account. Notify us promptly of any unauthorized use. Accounts are for the individual or single organization that registers them and may not be shared beyond your authorized personnel.

4 Subscriptions, purchases & billing

• Plans. We offer recurring Subscriptions and/or one-time Reports as described at the point of sale. Prices, features, and billing periods are shown at checkout.
• Payment. Payments are processed by our third-party processor, Stripe. By purchasing, you authorize us and Stripe to charge your payment method for all applicable fees and taxes.
• Auto-renewal. Subscriptions automatically renew at the end of each billing period at the then-current price until cancelled. You authorize recurring charges until you cancel.
• Cancellation. You may cancel a Subscription at any time; cancellation takes effect at the end of the current billing period. You will retain access until then.
• Price changes. We may change prices or plans prospectively. We will give reasonable notice, and changes apply to the next renewal.
• Taxes. Fees are exclusive of taxes; you are responsible for applicable sales, use, and similar taxes.

5 License to use the Service

Subject to these Terms and your payment of applicable fees, we grant you a limited, revocable, non-exclusive, non-transferable, non-sublicensable license to access and use the Service and Data for your own internal business purposes during your subscription or for the permitted use of a purchased Report.

6 Acceptable use & restrictions

You agree not to, and not to permit others to:

• Copy, scrape, harvest, crawl, resell, redistribute, sublicense, publicly post, or commercially exploit the Data or Service except as expressly permitted;
• Use the Data to build, train, or populate a competing product, dataset, or database;
• Reverse engineer, decompile, or attempt to derive source code or underlying data structures;
• Circumvent access controls, usage limits, or security measures, or share account credentials;
• Interfere with or disrupt the Service, or impose an unreasonable load on our infrastructure;
• Use the Service unlawfully, or to infringe or misappropriate any third party’s rights;
• Remove or obscure any proprietary notices.

7 Intellectual property

The Service, and all Data compilations, selection, arrangement, scoring, software, design, text, and trademarks, are owned by MoraSource or its licensors and are protected by intellectual-property and database rights. Except for the limited license in Section 5, no rights are granted to you. Individual governmental records may be public facts; our compilation, verification, arrangement, and presentation of them are proprietary. If you send us feedback or suggestions, you grant us a perpetual, royalty-free license to use them without restriction.

8 Third-party services

The Service relies on and may link to third-party services (for example, payment processing, hosting, and email delivery). We are not responsible for third-party services, and your use of them may be governed by their own terms.

You agree to defend, indemnify, and hold harmless MoraSource and its owners, members, officers, employees, agents, and licensors from and against any claims, liabilities, damages, losses, and expenses (including reasonable attorneys’ fees) arising out of or related to your use of the Service or Data, your reliance on the Data, your violation of these Terms, or your violation of any law or third-party right.

13 Termination

We may suspend or terminate your access at any time, with or without notice, if you violate these Terms, create risk or legal exposure, or for any other reason in our reasonable discretion. You may stop using the Service at any time. Sections that by their nature should survive termination (including Sections 6–12 and 14–16) will survive.

14 Governing law & dispute resolution

These Terms are governed by the laws of the State of New York, without regard to its conflict-of-laws rules. Before filing any claim, you agree to first contact us at morasource@morasource.com and attempt in good faith to resolve the dispute informally for at least 30 days. Subject to any binding-arbitration provision below, you and MoraSource consent to the exclusive jurisdiction and venue of the state and federal courts located in the county of the operator’s principal place of business in New York County, New York, for any dispute not subject to arbitration.

We may modify or discontinue the Service or any feature at any time. We may also update these Terms; we will post the updated version with a new “Last updated” date and, where appropriate, provide additional notice. Your continued use after changes take effect constitutes acceptance.

16 Miscellaneous

These Terms and the Privacy Policy are the entire agreement between you and MoraSource regarding the Service and supersede prior agreements. If any provision is held unenforceable, the remaining provisions remain in effect. Our failure to enforce a provision is not a waiver. You may not assign these Terms without our consent; we may assign them freely. We are not liable for delays or failures caused by events beyond our reasonable control. Notices to you may be provided by email or by posting on the Service.

This page explains where MoraSource data comes from, how we verify it, how current it is, its limits, and how we handle security and compliance. It supplements our Terms of Service and Privacy Policy and does not replace independent verification with the relevant authority.

1 What MoraSource data is — and isn’t

MoraSource is a research and monitoring tool that compiles publicly available governmental actions — moratoriums, prohibitions, pending measures, and related zoning and siting rules affecting solar, wind, battery storage (BESS), data-center, and crypto-mining development. It is a starting point for diligence, not a system of record. It is not a law library, a title search, a permit, or professional advice, and it must not be used as the sole basis for any decision.

2 Sources & methodology

We prioritize primary sources: municipal and county codes, adopted local laws and ordinances, official filings (e.g., with a state Department of State), state and local agency records, and official meeting minutes and resolutions. Secondary sources such as news reports are used only as leads and are not treated as confirming on their own. Each record is categorized (moratorium, permanent prohibition, pending, expired/open, or clear) and, where applicable, dated with an expiry.

3 The verification gate

A record is promoted to our highest confidence tier only when it clears every check in our internal review (“the gate”):

• Backed by at least one primary source;
• Cites a named instrument (local law, ordinance, resolution, chapter, or article);
• Has a definite status (not pending or unknown);
• For moratoriums, carries an expiry date or an indefinite marker;
• Source dates are consistent with the stated status;
• Carries no unresolved red flags (e.g., conflicting or unverified notes).

Records that clear the gate and were confirmed within our freshness window are labeled HIGH confidence (graded “A+” in our internal ledger). Others are labeled MEDIUM or LOW.

4 Confidence levels

• HIGH / “A+” — cleared the full gate and re-confirmed recently against primary sources; shown in-product as “Primary-sourced.”
• MEDIUM — substantially sourced but with a gap (e.g., awaiting a fresh re-check or a secondary-source element).
• LOW — early, single-source, or otherwise unconfirmed; treat as a lead only.

Confidence indicators describe our sourcing process as of a stated date. They are not a guarantee of the current legal status of any jurisdiction.

5 How current the data is

The dataset is refreshed in periodic “sweeps,” each stamped with a version and “as of” date (for example, the August 4, 2026 sweep). Every record is intended to reflect our best understanding as of the most recent sweep. Governmental actions can change between sweeps; a record may lag a very recent adoption, extension, or expiry.

6 Coverage & limitations

• Coverage varies by state and locality and is not exhaustive; absence of a record does not mean no restriction exists.
• Some jurisdictions are not yet included; those appear as “not yet covered,” not as “clear.”
• Dates shown as approximate are estimates; pending items may or may not be adopted.
• Municipal interpretation, enforcement, and administrative practice can differ from the text of an instrument.

7 Corrections & disputes

We welcome corrections. If you believe a record is inaccurate or out of date, email morasource@morasource.com with the jurisdiction, the record, and a primary-source citation if available. We review reported issues and update verified corrections in a subsequent sweep. We may prioritize corrections supported by primary sources.

8 Data security

We use reasonable technical and organizational safeguards, including encryption in transit and access controls, to protect account and payment information. Payment-card processing is handled by a PCI-DSS–compliant processor; we do not store full card numbers. No system is perfectly secure, and we cannot guarantee absolute security.

9 Subprocessors

We use trusted third parties to operate the Service. Current subprocessors:

• Stripe — payment processing and billing.
• our website hosting provider (named here upon launch) — application hosting and content delivery.
• none — alert emails are not yet sending; this list updates before alerts begin — transactional email and alert delivery.
• none — no analytics trackers are used at this time — aggregate usage analytics.

We update this list as our providers change.

10 Compliance notes

• Not a consumer reporting agency. MoraSource is not a “consumer reporting agency,” and the Data is not a “consumer report,” under the Fair Credit Reporting Act. Do not use the Data for eligibility decisions about individuals (credit, employment, insurance, housing, or similar).
• No sale of personal information. We do not sell or share personal information as defined by the CCPA (see Privacy Policy §10).
• Public-record nature. The underlying governmental actions are matters of public record; our compilation and verification of them are proprietary.
